Qonto's invoicing tool is primarily a commercial and administrative management solution that focuses on:

  • Creating, customizing, and archiving invoices
  • Managing documents and client databases
  • Tracking payments and follow-ups

 

1. Our core functionality differs from traditional cash registers

While our tool can process payments through secure links, the main purpose is invoice management rather than point-of-sale cash register operations.

The certification requirement was specifically designed to address traditional cash register functions, which is different from our B2B and B2C invoicing approach.

2. We're exempt due to our regulated status as a payment service provider

Qonto operates under a specific regulatory framework that exempts us from certification requirements.

As a payment service provider supervised by the Banque de France (CIB number 16958), we benefit from administrative tolerance specifically designed for companies like ours.

 

What does this mean?

This regulatory tolerance recognizes that:

  • Payment service providers are already subject to strict banking supervision • Our regulated status under the Banque de France provides adequate oversight • The certification requirement doesn't apply to companies operating under Article L. 521-1 of the Monetary and Financial Code

💡 In simple terms: Because we're already regulated and supervised as a payment service provider, we don't need additional cash register software certification.

 

What if regulations change in the future?

Even if the current regulatory framework were to change, Qonto's invoicing tool would likely remain exempt from certification requirements.

When does the certification requirement take effect?

The general certification requirement begins on September 1, 2025, with a transitional period until March 1, 2026.
